Report from January 26, 2010 DPS/PSB Board meeting

Locksmiths were well represented at this regular meeting of the PSB Board. Two of the nine TLA officers were present along with five additional locksmiths from Texas and Keith Oakley, Lobbyist.

Amendment concerning ‘definition of camera systems ’ (Rule 35.1(17)).
Amendment concerning ‘Fees’ (Rule 35.70).
Amendment concerning ‘Electronic Access Control Device Company License’ (35.76)
(pursuant to Section 1702.103(e) of the Act, this Company classification
will be Class B, Security Services Contractor license)
Amendment concerning ‘Records to be Available for Inspection’ (Rule 35.93).
Amendment concerning ‘Qualifications for Investigations Company License’ (35.221)
mendment concerning ‘Continuing Education Courses’ (35.291(14))
(increase Locksmiths CEU hours to 16 hours every two(2) years…
no effective date has been announced)

Approved by the Board at this meeting:
Pocket cards - ‘endorsements’ or ‘registrations’ being identified by one of three colors. Example: Blue-unarmed Registration, Purple-Instructor Registration, Red-Commissioned Security Officers. Each ‘pocket card’ will fall into one of these three groups. If a person has multiple things in the same group (Alarm Installer, Locksmith, Electronic Access Control Device Installer, Owner/manager, & Supervisor) these would all appear on their Blue registration card. If they are also an Instructor they would have a Purple card. Most of these changes are not expected to happen for some time (years) in the future, but a plan has been approved so the PSB staff can go forward.

Public comments included TLA President John Arnold & LASA President Bonnie Brown Morse who spoke concerning the current practice by PSB among Locksmith Registrants of multiply cards at multiply fees on multiply dates. We hope future ‘endorsements’ will reduce this ‘multiply fees’.

I did not remain through the administrative hearings.
